These Regulations prescribe the class of electrically assisted pedal cycles (EAPCs) to be treated as not being motor vehicles within the meaning of the Road Traffic (Northern Ireland) Order 1995.

Scottish Statutory Instrument
This Order amends the Town and Country Planning (Cairnryan Border Control Posts) (EU Exit) (Scotland) Special Development Order 2021 (“the SDO”). Article 3 adds a definition of “border department” to the SDO, and expands the definition of “developer” to include a border department. Article 4 amends article 3 of the SDO so that the planning permission granted by the SDO includes permission for development for the purposes of any activity that forms part of the functions of a border department. Article 5 amends schedule 2 of the SDO which applies conditions to planning permission granted by article 3 of the SDO. Articles 3(c), 4(a)(ii) and (b), 5(b) and 6 make minor amendments to the SDO to correct typographical and formatting errors.

Scottish Statutory Instrument
These Regulations amend the Planning (Scotland) Act 2019 (Commencement No. 6 and Transitional Provision) Regulations 2021. The changes made by regulation 2(2) amend those Regulations to bring section 18(3) of the Planning (Scotland) Act 2019 (“the Act”) into force on 1 April 2022 rather than 1 October 2021. Regulation 2(3) makes consequential changes to the transitional provision contained in regulation 4 of those Regulations.

Scottish Statutory Instrument
These Regulations make amendments to the definitions of “emergency period” and “extended period” in sections 58(3C) and 59(8C) of the Town and Country Planning (Scotland) Act 1997 (“the Act”), as it has effect by virtue of paragraphs 8 to 10 of schedule 7 of the Coronavirus (Scotland) Act 2020, and in section 16(6) of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997 (“the Listed Buildings Act”). These Regulations also make amendments to the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2013, the Town and Country Planning (Schemes of Delegation and Local Review Procedure) (Scotland) Regulations 2013 and the Town and Country Planning (Pre-Application Consultation) (Scotland) Amendment Regulations 2021.

Scottish Statutory Instrument
These Regulations bring sections 7, 8, 11 and 14(2) and paragraphs 2 and 3 of schedule 2 of the Planning (Scotland) Act 2019 (“the Act”) fully into force on 19 May 2023. They also bring section 14(1) and section 62 into force on that date respectively for the limited purposes of the commencement of section 14(2) and paragraphs 2 and 3 of schedule 2.

Welsh Statutory Instrument
These Regulations amend the Care Planning, Placement and Case Review (Wales) Regulations 2015 (S.I. 2015/1818 (W. 261)) (“the 2015 Regulations”) in light of amendments to section 83 of the Social Services and Well-being (Wales) Act 2014 (anaw 4) (“the 2014 Act”) made by section 16 of the Additional Learning Needs and Education Tribunal (Wales) Act 2018 (anaw 2). Regulation 6 removes the requirement in the 2015 Regulations that a care and support plan include a personal education plan, because that requirement has been inserted into section 83 of the 2014 Act. Regulation 5 prescribes the categories of looked after children for whom no personal education plan is to be prepared as part of their care and support plan. The categories prescribed are those for whom a personal education plan was not required by the 2015 Regulations. The matters that must be included in a personal education plan are unchanged.

United Kingdom Statutory Instrument
In response to the coronavirus pandemic, sections 1-10 of the Business and Planning Act 2020 (“the 2020 Act”) made temporary provision for a fast-track process to allow businesses selling food or drink to obtain authorisation from the local authority for the placement of furniture such as tables and chairs on highway adjacent to their premises (“a pavement licence”).

Welsh Statutory Instrument
Part 2 of the Housing Grants, Construction and Regeneration Act 1996 (“the Act”) makes provision as regards the terms of construction contracts and related matters. Section 106A(2) of that Act confers power on the Welsh Ministers to disapply, by order, any or all provisions of Part 2 (so far as extending to England and Wales) in relation to any description of construction contracts concerning the carrying out of specified construction operations in Wales.
