This Order provides for circumstances in which a relevant authority in England or a police authority in Wales may provide an indemnity to any of their members or officers. The Local Authorities (Elected Mayors) (England) Regulations 2004 (S.I. 2004/1815) provide that the term “member” shall, in this context, include any elected mayor. These powers are in addition to any existing powers that such authorities may have (such as powers under section 111 of the Local Government Act 1972). The relevant authorities in England are—county councils;district councils;London borough councils;parish councils;the Greater London Authority;the Metropolitan Police Authority;the London Fire and Emergency Planning Authority;the Common Council of the City of London (in its capacity as a local or police authority);the Council of the Isles of Scilly;a fire authority constituted by a combination scheme under the Fire Services Act 1947;a police authority;a joint authority established by Part IV of the Local Government Act 1985;the Broads Authority;a National Park Authority established under section 63 of the Environment Act 1995.

These Regulations implement for England and Wales Council Directive 97/11/EC of the 3rd March 1997 (OJ No. L73, 14.3.97, p.5) on the assessment of the effects of certain public and private projects on the environment, in respect of those proposals to construct new highways and to improve highways to which the Directive applies in so far as those proposals are those of the Secretary of State. The Directive amends Council Directive 85/337/EEC of the 27th June (OJ No. L17, 5.7.85, p.40) on the same subject.

United Kingdom Statutory Instrument
Part III of the Environment Act 1995 provides for the establishment by order under section 63 of that Act of National Park authorities which will be the local planning authority for their respective National Parks. By virtue of the National Park Authorities (Wales) Order 1995 (S.I. 1995/2803) National Park authorities for the National Parks in Wales were established on 23 November 1995. They became the local planning authorities for their respective National Parks on 1 April 1996.

These Regulations amend the Asbestos (Prohibitions) Regulations 1992 (S.I. 1992/3067) (“the Asbestos Regulations 1992”) and come into force on 24th November 1999. The Asbestos (Prohibitions) (Amendment) Regulations 1999 (S.I. 1999/2373) (“the Asbestos Amendment Regulations 1999”) also amend the Asbestos Regulations 1992 and come into force on 24th November 1999.

Scottish Statutory Instrument
These Regulations give further effect in Scotland, to Council Directive 94/33/EC on the protection of young people at work (O.J. No. L 216, 20.8.94, p.12). Article 17(1)(b) provided a derogation to Article 8(1)(b), (maximum number of hours which may be worked by children in term time). This derogation has come to an end and these Regulations give full effect to this Article. Regulation 2 amends section 28 of the Children and Young Persons (Scotland) Act 1937, to place a limit on the number of hours that a child may be employed in any week in which the child is required to attend school.

The Cycle Racing on Highways Regulations 1960, as amended, which only apply to England and Wales, authorise certain races or trials of speed between bicycles or tricycles, not being motor vehicles, to be held on public highways. The Regulations distinguish between a race or trial of speed being a “time trial” and any other kind of race or trial being a “bicycle race”.
