United Kingdom Statutory Instrument
These Regulations provide for the exercise by the Yorkshire Regional Health Authority of certain appellate and other functions conferred on the Secretary of State, under provisions of Regulations listed in the Schedule, in connection with decisions and functions of Family Health Services Authorities (regulation 3). Provision is also made requiring the Yorkshire Regional Health Authority to make arrangements for the functions conferred on it under these Regulations to be discharged on its behalf either by an officer of the Authority or by a committee established in accordance with the Regulations, according to the nature of the function in question (regulation 4).

These Regulations amend the Diving Operations at Work Regulations1981 (“the principal Regulations”). They add requirements that diving contractors are registered (inserted regulation 5A), and that projects involving diving operations are notified to the enforcing authority (inserted regulation 5C), in accordance with these Regulations.

This Order brings into force, subject to the transitional provisions in the Schedule, the following provisions of the Housing and Planning Act 1986 on the dates stated—section 5, which inserts new sections 450A, 450B and 450C in the Housing Act 1985 (loans in respect of service charges), on 13th July 1992; andsection 24(2) (consequential amendments), in so far as it relates to paragraphs 18 to 20, 27 (in part), 29, 31, 34 to 38 and 40 of Schedule 5 (Amendments to the Finance Act 1981, the Housing Act 1985 and the Local Government Act 1985), on 17th August 1992.

Section 18 of the Agriculture Act 1986 (“the 1986 Act”) gives the Minister of Agriculture, Fisheries and Food (“the Minister”) power to designate areas in England as environmentally sensitive areas where it appears to her particularly desirable to conserve, protect or enhance environmental features in those areas by the maintenance or adoption of particular agricultural methods.
