Northern Ireland Statutory Rule
Chapter 8 of Part 2 of the Energy Act 2013 (c 32) (“the Act”) legislated for the Emissions Performance Standard imposing “the emissions limit duty” on operators of fossil fuel plant granted planning consent on or after 18th February 2014, to ensure that its annual emissions of carbon dioxide attributable to fossil fuels do not exceed an amount (“the emissions limit”) determined according to a formula set out in section 57(2) of the Act.

These Regulations, which apply to Great Britain, amend the Health and Safety (Emissions into the Atmosphere) Regulations 1983, to take account of Council Directive 84/360/EEC (O.J. No. L188, 16.7.84, p.20) on the combating of air pollution from industrial plants and Council Directive 87/217/EEC (O.J. No. L85, 28.3.87, p.40) on the prevention and reduction of environmental pollution by asbestos, and make certain other provisions for the control of air pollution. Plants belonging to the categories listed in Annex I to Council Directive 84/360/EEC, and certain other plants, which were not previously subject to air pollution control under the provisions of Part I of the Health and Safety at Work etc. Act 1974 (c. 37) are, by these Regulations, made subject to such control.

These Regulations amend the Information as to Provision of Education (England) Regulations 2008 (S.I. 2008/4), which prescribe the information that local authorities are required each year to provide to the Secretary of State in relation to the provision of primary and secondary education in their area. These Regulations change the date by which information must be provided to the Secretary of State from 27th August to 10th August and extend the requirement to provide certain information to pupil planning areas where local authorities divide their area for the purposes of assessing current and future pupil demand and school capacity. These Regulations additionally require local authorities to provide forecasts of the total capacity of primary and secondary schools in each of their pupil planning areas, and to provide the admission numbers in schools for each age group and the total such numbers within each pupil planning area. Where a local authority has changed their pupil planning areas from the previous year, they must inform the Secretary of State of the changes.

Northern Ireland Statutory Rule
These Regulations amend the planning provisions in the Conservation (Natural Habitats, etc) Regulations (NI) 1995 to ensure they will operate fully and effectively when councils assume their new “competent authority” planning role from 1st April 2015.

This Order amends the Environmentally Sensitive Areas (Upper Thames Tributaries) Designation Order 1994 (“the principal Order”) as amended, which designated an area in the Upper Thames Tributaries as an environmentally sensitive area, in implementation of Council Regulation (EEC) No. 2078/92 (OJ No. L215, 30.7.92, p. 85) on agricultural production methods compatible with the requirements of protection of the environment and the maintenance of the countryside, as amended by Council Regulation (EC) No. 2772/95 (OJ No. L288, 1.12.95, p. 35) as in turn rectified by Council Regulation (EC) No. 1962/96 (OJ No. L259, 12.10.96).

This Order amends the Health and Safety at Work (Northern Ireland) Order 1978 by—renaming the Health and Safety Agency for Northern Ireland as the Health and Safety Executive for Northern Ireland;providing for the Executive to enforce the provisions of that Order of 1978; andproviding for the Executive to provide the Employment Medical Advisory Service.

The purpose of these Regulations is to authorise the holding of two stages of the Tour de France in England on 6th and 7th July 1994. These Regulations apply the Cycle Racing on Highways Regulations 1960 to those stages subject to three variations in the standard conditions set out in regulation 5(1)(a) of those Regulations. As respects the Tour de France, these Regulations increase the maximum permitted number of competitors to 220 and disapply the conditions limiting the extent to which the route of the race may pass along the same length of road more than once and may pass along roads subject to speed limits of 40 miles per hour or less.

These Regulations modify the Cycle Racing on Highways Regulations 1960 in their application to the three stages of the Tour de France 2014 due to take place in England on 5th, 6th and 7th July 2014, by varying three of the standard conditions set out in regulation 5(1)(a) of those Regulations.

These Regulations amend the procedures contained in Part VA of the Highways Act 1980, (“the Act”), for the environmental impact assessment of projects for the construction or improvement of highways for which in England the Secretary of State and in Wales the National Assembly for Wales (“the authorities”) are respectively the highway authority, (i.e. these highways are for the most part trunk roads).
