This Order amends the Town and Country Planning General Development Order 1988. The main changes are–the amendment of the permitted development rights relating to the installation, alteration and replacement of satellite antennae contained in Parts 1 and 25 of Schedule 2 to the 1988 Order ( articles 2, 3(b), 4 and 8 );the amendment of the permitted development rights relating to industrial and warehouse development in Part 8 of that Schedule to enable extended and altered buildings to be used for the provision of social, care and recreational facilities for employees, including cre`che facilities for their children (article 5 );the introduction into that Schedule of permitted development rights relating to the installation, alteration or replacement of apparatus for driver information systems (systems providing drivers of motor vehicles with guidance and information derived from automatically processed data or for collecting, storing and processing such data) ( articles 7, 8(e), 8(f) (part) and 9 );the introduction of a statement of owners' rights and agricultural tenants' rights into the prescribed notices set out in Parts 2 and 3 of Schedule 5 to the 1988 Order (article 10 ).

These Regulations modify the Cycle Racing on Highways Regulations 1960 in their application to the three stages of the Tour de France 2014 due to take place in England on 5th, 6th and 7th July 2014, by varying three of the standard conditions set out in regulation 5(1)(a) of those Regulations.

The purpose of these Regulations is to authorise the holding of two stages of the Tour de France in England on 6th and 7th July 1994. These Regulations apply the Cycle Racing on Highways Regulations 1960 to those stages subject to three variations in the standard conditions set out in regulation 5(1)(a) of those Regulations. As respects the Tour de France, these Regulations increase the maximum permitted number of competitors to 220 and disapply the conditions limiting the extent to which the route of the race may pass along the same length of road more than once and may pass along roads subject to speed limits of 40 miles per hour or less.

Section 36 of the Town and Country Planning Act 1971 confers a right of appeal against certain planning decisions of local planning authorities. Its provisions are extended, by section 37 of the Act, to cases where a local planning authority fails to notify a planning decision within prescribed periods and, by section 53 of the Act, to determinations by local planning authorities of whether planning permission is required.

Northern Ireland Statutory Rule
Chapter 8 of Part 2 of the Energy Act 2013 (c 32) (“the Act”) legislated for the Emissions Performance Standard imposing “the emissions limit duty” on operators of fossil fuel plant granted planning consent on or after 18th February 2014, to ensure that its annual emissions of carbon dioxide attributable to fossil fuels do not exceed an amount (“the emissions limit”) determined according to a formula set out in section 57(2) of the Act.

These Rules regulate the procedure to be followed in connection with local inquiries in England or Wales caused by the Secretary of State to be held before he determines applications referred to him, or appeals made to him, in relation to planning permission, consent under tree preservation orders, listed building consent and consent for the demolition of unlisted buildings in conservation areas (known as “conservation area consent”).
