These Regulations amend the Building Regulations 2010 (S.I. 2010/2214) as they apply in relation to England to require the installation of electric vehicle charge points or cable routes for electric vehicle charge points when certain kinds of building work are undertaken. These Regulations also amend the Building (Approved Inspectors etc.) Regulations 2010 (S.I. 2010/2215) as they apply in relation to England.

These Regulations amend the Building Regulations 2010 (S.I. 2010/2214) and the Building (Approved Inspectors etc.) Regulations 2010 (S.I. 2010/2215) as they apply in relation to England. The amendments made by these Regulations provide for a new metric for the measurement of energy efficiency in the form of the target primary energy rate and introduce new regulation for on-site electricity generation and in relation to overheating (in particular by virtue of the introduction of paragraph L2 into part L of Schedule 1 to S.I. 2010/2214, and a new Part O). Amendments are made to S.I. 2010/2215 in consequence of these changes.

Welsh Statutory Instrument
These Regulations insert into the Building Regulations 2010 (“the Building Regulations”) a requirement to fit automatic fire suppression systems. They prescribe the requirements of such systems for the purposes of the Building Regulations and the Domestic Fire Safety (Wales) Measure 2011 (“the Measure”).

Part 2 of the Regulations amends the Building Regulations 2010 (“the 2010 Regulations”) to insert provisions relating to target fabric energy efficiency (“TFEE”) rates and new dwellings. Regulation 4 amends regulation 25 of the 2010 Regulations requiring the Secretary of State to approve TFEE rates; regulation 5 inserts regulation 26A requiring that new dwellings must not exceed the TFEE rate; regulation 6 inserts regulation 27A setting out the procedure to be followed by the person carrying out the work to submit evidence regarding the TFEE rates to the local authority; regulation 8 inserts a definition of fabric energy efficiency into regulation 35 of the 2010 Regulations and regulation 9 sets out the transitional provisions for the amendments to the 2010 Regulations

These Regulations further amend the Building Regulations 1991 (S.I. 1991/2768) to substitute a revised Regulation 7, which is set out in Regulation 4 of these Regulations. The revised Regulation 7 retains the obligation to carry out building work using materials which are appropriate to the particular circumstances which apply, and for those materials to be used in a workmanlike manner. In addition, it provides that materials used in building work must be adequately mixed or prepared, and that they must be used so as adequately to perform the functions for which they are designed. The revised Regulation 7 no longer refers to forms of product approval: guidance on materials and workmanship is given in the approved document referred to below.
